In order to become an NDEP student, an applicant must be chosen by the board after meeting the following criteria:
- Residing in the correctional system for a period of at least one year
- Having a valid GED or high school diploma
- Maintaining a good conduct record
- Having a good job record
- Receiving a recommendation from an EOCI counselor
- Writing a composition telling why a college education is important
- Being able to pay the $25.00 tuition fee
