MISSION STATEMENT
The mission of NDEP is to provide college-transfer classes taught by instructors of Blue Mountain Community College to inmates at Eastern Oregon Correctional Institution (EOCI) in Pendleton, Oregon, which give credits toward an Associate of Arts Oregon Transfer Degree (AAOT).

Helps inmates develop a sense of self-worth

Reduces recidivism, thus saving taxpayer money

Helps keep inmate families intact as studies show that children of absent inmates have a six-times greater likelihood of being incarcerated themselves

Motivates inmates to continue education outside of the prison setting, thus creating a new direction in their lives
