Oregon needs to ensure we have the best trained and highly qualified workforce if we want to compete in a global marketplace. This program will help us measure the skills of Oregon's workforce while also helping Oregonians obtain the further education and training they need to obtain higher wage jobs. (Governor Kulongoski)

WHY A NCRC?

To Help Oregonians:

  • Identify their workplace skills and skill gaps and connect to a successful work experience
  • Enhance and document their work place skills
  • Earn a portable, skill-based credential that will assist in obtaining employment.

To Help Employers:

  • Have confidence in the portable credential as a tool to build a workforce with documented skills necessary for success in the workplace.
  • Create a return on investment by reducing the hiring costs, training costs, and employee turnover.

To be Supported by a Strong Delivery System:

  • Ensure a seamless, sustainable, and customer-oriented system for Oregonians seeking the credential that includes appropriate referral procedures, training, and support.
  • Position WorkSource Oregon centers, community colleges, education service districts, and high schools as the core service delivery providers.
  • Develop meaningful evaluation and measurement tools that effectively serve all stakeholders and ensure accountablility.
  • Ensure long-term funding for sustainability.

Be Recognized:

  • By Oregonians as a valuable credential to get hired for good jobs.
  • By employers as a tool that helps them hire and retain qualified employees.
  • By high school students, parents, and educators as a valuable tool for measuring skills.
  • By educators as an alternative assessment to document some of the essential skills for high school graduation.
  • By elected officials and policy makers as an important credential to advance Oregon's education, workforce development, and economic development goals, and to advance Oregon's ambitious 40-40-20 education attainment goals. (40% of Oregon adults to have a bachelors degree or higher; 40% to have at least an associates degree or other technical credential; and the remaining 20% have a high school diploma guaranteeing strong academic and work readiness skills.

Objectives 

Goal 1:
Ensure ALL Oregon employers have a competitive workforce advantage in the global market.

Goal 2:
Prepare an agile, innovative workforce with the skills needed to succeed in the knowledge-based economy.

Goal 3:
Build a flexible, unified workforce education and training system that consistently exceeds customer expectations.

Increase the number of employers with high-performance practices, and increase the percent of Oregon workers employed in living wage jobs.

Goal 2:
Guarantee every Oregonian has the core academic and workplace skills employers need and value.

Goal 3:
Enhance strategic planning and coordination across public agencies and with local partners.

How can the NCRC meet these goals and objectives?

The NCRC provides a consistent and reliable view of the skill sets needed for employablity or advancement in today's global market. The skills assessed by WorkKeys are those that employers have indicated are important for a competitive workforce, thus leveling the playing field for job seekers and employees seeking advancement.

Career Readiness Certificate Skill LevelsNCRC Chart

Bronze Level signifies an individual has scored at least a Level 3 in each of the three core areas (Reading for Information, Applied Mathematics, and Locating Information) and has necessary skills for 35% of the jobs in the WorkKeys database.

Silver Level signifies an individual has scored at least a Level 4 in each of the three core areas and has the necessary skills for 65% of the jobs in the WorkKeys database.

Gold Level signifies an individual has scored at least a Level 5 in each of the three core areas and has the necessary skills for 90% of the jobs in the WorkKeys database.

Platinum Level signifies an individual has scored at least a Level 6 in each of the three core areas and has the necessary skills for 99% of the jobs in the WorkKeys database.

Assessments may be re-taken to achieve a higher level certificate. To discuss options available for improving your skill level please contact either WorkSource Oregon to participate in WIN tutorials or the CRC Coordinator at BMCC.
